Lockout Duration: 0-3600 minutes - default 10 minutes.
a) Number of minutes that a user remains locked out in response to several invalid login attempts within the amount
   of time specified by the Lockout Reset Duration. 
b) A value of 0 specifies that the user will be locked out until an administrator explicitly unlocks.
