to set vRtrMplsStatus to 'delete' will fail if the MPLS
protocol is not in the administrative outOfService state,
i.e. ALCATEL-IND1-TIMETRA-MPLS-MIB::vRtrMplsGeneralAdminState must be 
set to 'outOfService'.
