to set vRtrLdpStatus to 'delete' will fail if the LDP
protocol is not in the administrative outOfService state,
i.e. ALCATEL-IND1-TIMETRA-LDP-MIB::vRtrLdpGenAdminState must be set 
to 'outOfService'.
