By default, MoFRR is only applied to multicast
routes that have local clients.  Enabling 
alaPimMoFRRAllRouteStatus will enable MoFRR
on all routes whether there are local clients
or not.  alaPimMoFRRStatus must be enabled for
this to take effect.
