This object contains an appropriate value to
be used for atmLayer2GroupIdx when creating
entries in the atmLayer2GroupTable. The value
0 indicates that no unassigned entries are
available. To obtain the atmLayer2GroupIdx
value for a new entry, the manager gets 
the current value of this object. The next index
will be of the first unassigned entry. It will be 
provided by checking the assigned entries.
