This object indicates the  allocated bandwidth (BW) to each 
Virtual Concatenation Group (VCG).
Each nibble indicates BW percentage, in 12.5% steps, 
assigned to a group. 
              
For FCD-155,  there are 4 VCGs. 
One VCG is identified as primary group by vcGfpMuxConfPrimeGroup.
	 Other VCGs may be secondaries.
	 VCG with allocated BW value of zero does not belong to the GFPmux
	 defined by GFP Mux number.
