This object enables or disables the use of the
entries in the SAP Neighbor Policy Table 
(a3ipxPolSapNbrTable) that apply to neighbors 
to which service reachability information 
is advertised.
              
In other words, this object enables or disables
the use of those entries in the Neighbor Policy
Table for which a3ipxPolSapNbrType = advertise(2)
or both(3).
