Bits
This configuration parameter defines the line states the ATU-C
may autonomously transition to on this line. It is coded in a
bit map representation (0 if not allowed, 1 if allowed) with
following definition:
Bit 0 L3 state (Idle state)
Bit 1 L1/L2 state (Low power state).
