action to be taken for the AIGP (Accumulated IGP) attribute when the
route satisfies the match criteria of the policy.

tRPAdminPSAcptActnAigpMetricVal to the route.
When the value of tRPAdminPSAcptActionAigpMetric is set to 'none(1)'
or 'useIgp(4)', the value of tRPAdminPSAcptActnAigpMetricVal,
