start message.
The value '0' specifies that no retries are performed.
The value specified must be less then or equal to the value specified
for the object tmnxRadSrvPlcyAcctStartMaxItvl.
If a value '0' is specified for any of the objects
tmnxRadSrvPlcyAcctStartMinItvl, tmnxRadSrvPlcyAcctStartMaxItvl, or
tmnxRadSrvPlcyAcctStartlifetim, then all 3 objects will be set to '0'
by the system.
