[CAUSE] The vRtrPimNgBierInbInvSD is generated when PIM receives a JP
Pdu with unsupported sub-domain id.
[EFFECT] PIM will stop processing the Join/Prune PDU.
[RECOVERY] The operator must ensure that downstream routers must have
the same sub-domain id.
