[CAUSE] The vRtrPimNgBierInbInvSD is generated when PIM receives a JP
PDU with unsupported BFR id.
[EFFECT] PIM will stop processing the Join/Prune PDU.
[RECOVERY] The operator must ensure that downstream routers must have
the bfr-id within 1..4096 range.
