The value of tmnxOamVccvPingCtlTaiiGlobalId specifies the global
identifier of the Target Attachment Individual Identifier (TAII) to be
used when testing a FEC 129 AII Type 2 pseudowire.
A value of zero indicates that no global identifier has been
configured.
