The percentage increase in the rapid
retransmission interval for each consecutive
unacknowledged RSVP Initial Path message.  A value of 0
indicates a constant retransmission rate.
          
A Path message is treated as an initial Path if it is the
Path message which creates the LSP or a Path refresh
message which requires re-routing. 
          
Note:This is rsvp-te global configuration.
