a low consumption condition. It is represented in Amps.
A warning will be issued when the load is less than the
threshold value.
              
A threshold value of 0 Amps disables this warning.
              
Maximum value must be less than the value returned
by the atsConfigPhaseNearOverLoadThreshold OID.
