The maximum number of times the system tries to establish
a TCP connection to a peer before the session with the peer
transitions to the idle state.
When the session transitions to the idle state:
- pcePcepPeerSessionExists transitions to false(2).
- the associated PcePcepSessEntry is deleted.
- a backoff timer runs before the session is tried again.
