Identifies the metering mode associated with
the policy.
A value of 'noMetering(1)' indicates that
metering is not associated with this policy.
A 'policyBasedMetering(2)' value indicates that
traffic identified using this policy is metered
and the metering criteria is directly associated
with the policy.
A 'blockBasedMetering(3)' value indicates that
traffic identified using this policy is metered
and the metering criteria is indirectly associated
with the policy (specified through the classifier
criteria).
