This attribute identifies the meter that is
associated with this QoS Policy instance. Meters
are specified in the ntnQosMeterTable and
associated tables. The corresponding instance in
the ntnQosMeter class (i.e., the class instance
where the ntnQosMeterId is equal to the value of
this object) must exist prior to being associated
with a policy entry.
A value of 0 indicates that no metering is
requested.
