Manages creation and deletion of conceptual rows via snmp.

This object is only valid for creation and deletion of edge pseudowire.
The corresponding MPLS pseudowire table and Ethernet pseudowire table
will be created as well.
Note: The newly created object will not necessarily
receive the same index as used in the create
procedure.
