The shaper rate scales linearly from zero to line rate with a resolution of 153 kb/s. For the first generation boards(10xEMxp, gbe22Emxp10G), this value is the shaping rate. For the second generation boards(gbe10Emxp10Gii and gbe22Emxp10Gii), this value is the maximum shaping rate.
