The policer limits traffic on ingress and causes
excess traffic to be dropped. The policer rate
scales linearly from zero to line rate with a
resolution of 153 kb/s.
The policer ignores BPDU and GARP frames. Policing
limits ingress traffic rate, but it does not smooth
out traffic bursts, unlike shaping.
