The operational state of the fan module.
Note: It is not possible to distinguish between
a missing fan and a failed fan. Therefore
'notPresent' is currently not used.
down - The fan module is not de-activated or not
present or there are faults preventing it from
going to the 'up'-state.
up - The fan module is active and monitored.
