ipoaArpRemoteSrvrAdminStatus values:
              
up(1)   - Attempt to activate use of the
          ATMARP Server represented by this
          entry in the ipoaArpRemoteSrvrTable.
down(2) - Deactivate use of this ATMARP
          Server.
              
When a managed system creates an entry in this
table ipoaArpRemoteSrvrAdminStatus and
ipoaArpRemoteSrvrOperStatus are initialized as
down(2) by default.
