Control function of whether to report the trap generated corresponding to an 
alarm to the trap host. 
Options:
1. on(1)  -indicates that the trap generated corresponding to the alarm of 
           object hwAlarmIndex needs to be reported to the trap host. 
2. off(2) -indicates that the trap generated corresponding to the alarm of object 
           hwAlarmIndex need not to be reported to the trap host.
