Indicates the target value of traffic limitation on a port or a specified slot. Range: 64-10000000 (which must be an integer multiple of 64) Unit: Kbit/s. 0 indicates an invalid value. If hwRateLimitTargetRate and hwRateLimitCir are not issued in a set operation, hwRateLimitTargetRate takes effect by default and its value is 64.
