Indicates the committed burst size (CBS). Range: -1, 0-1024000000 bytes. Unit: bytes. CBS is an optional parameter. If the parameter is not specified, it can be obtained by formula min(2000+cir*32,1024000000). For boards that do not support CBS with values less than 2000, 2000 takes effect if the configured value is less than 2000. -1 indicates CBS off.
