event to be triggered.
If hpnicfDot3OamErrFrameSecsSummaryThreshold frame errors occur
within a window of hpnicfDot3OamErrFrameSecsSummaryWindow (in tenths
of seconds), an Event Notification OAMPDU should be generated
with an Errored Frame Seconds Summary Event TLV indicating the
threshold has been crossed in this window.
