The following values of the flush state
can only be read:
 normal(1)... normal state
 error(2)... operation failed
 flushing(4)... in process
          
The following value can be written:
 flush(3).....do flush 
          
The agent will return a response even before the flush is done.
And the read value will be flushing until flush is done.
And the flush request will be rejected until error or normal.
