This is a PD signature which the decive learns in the process of PD-classification. PD detection and PD-classification are two steps of powering PD. And if PD is powered without user power Spec, then PoE port power limit will be set based on pd-detected class. The value is PDClassA in case of dual signature (IEEE 802.3bt module) PD.
