This index is used to create a unique value
for each entry in the link table with the same
connUnitLinkUnitId. The value
can only be reused if it is not currently in
use and the value is the next candidate to
be used. This value wraps at the highest
value represented by the size of INTEGER.
This value is reset to zero when the system is
reset and the first value to be used is one.
