This field is only relevant to PIM-DM. It is always
'false' if either
- 'dense' is clear for pimTmEntMode
- pimTmEntMgmdProxy is 'true'.
Note that PIM-DM routers send State Refresh messages on an
interface even if one or more peers do not support them
(this object is 'false').
