Indicates whether DC-EVPN is being used in a system
integrated with DC-PSM and other HAL components.
When set to 'true', DC-EVPN will use the PRI join instead
of the LSI join for programming remote labels.

part of the integration of DC-EVPN and must not be exposed
to end users.
