This parameter specifies the minimum interval of time that the
net data rate for the bearer channel should stay below
GSMIB_adslAtucConfGsPML2EntryThresholdRate before
autonomous entry into low power state (L2). 
The minimum entry rate time is coded in seconds, and can 
range from 900 to 65535.
