HDSL Alarm History table. This table provides the accumulated 
counts of Errored Seconds (ES) and Loss of Sync words (LOS)
as well as the time stamp of the above events occurred for both
of the HDSL loops.
          
The time stamps show the date in MMDDYYYYHHMM format.
