scalar SNMPv2-TCTimeStamp 
The value of sysUpTime the last time an entry in the
ctCDPNeighborTable was deleted. This should be polled 
at an interval no greater than one second.
When it changes, the whole table should be 
reread by management with a timeMark of 0 to rebuild
connectivity map.
