Unsigned32
This counter tracks the number of configuration changes
that happen on a specific endpoint (identified by ifIndex,
cwaChanVpi, and cwaChanVci).
The value of this object is derived from
cwChanGlobalTransactionId. For every connection changes
(add/delete/modify/up/down), the value of
cwChanGlobalTransactionId is incremented and that value
is used for this object.
This counter is used by the NMS to determine if a connection
configuration had been modified and requires an upload.
