cvapSvcMultiCIDGlareThreshold

This object specifies the threshold at when reached
on the SVC-Terminating end, that no more CID's can
be added to that Terminated-SVC from the Termination
end.  The Originating end will be able to use the
remaining CID's in the SVC.
