A unique non-zero integer value that identifies a
CtpPeripheralErrorHistoryEntry in the table.
The value of this index starts from '1' and monotonically
increases for each peripheral error known to the agent.
If the value of this object is '4294967295',
the agent will use '1' as the value of the
next detected peripheral status change.
