An entry in the cpfrLearnTable describes the configuration
and status of a PfR learning policy.
A device creates a row in a cpfrLearnTable when PfR learn is
enabled. Likewise, such a device destroys a row in the
cpfrLearnTable when PfR learn is disabled.
