Object

notification 
A modem port state change notification is generated whenever
the port transitions to a state where it is offline due to
a failure or administrative action.
          
The values of cmState which will trigger this notification are:
    busiedOut(5)               - Administratively out of service
    disabled(6)                - Administratively out of service
    bad(7)                     - Internally detected failure or
                                 administrative action
    loopback(8)                - Testing
    downloadFirmware(9)        - Administrative action
    downloadFirmwareFailed(10) - Internally detected failure
