This object specifies the MLD timeout, in seconds.
To set this value, cLSysMulticastMLDSnoopingEnabled
must be set to True.  When the timeout expires, the 
controller sends a query on all WLANs, causing all 
clients that are listening to a multicast group to
send a packet back to the controller.
