An arbitrary number that uniquely corresponds to a value of lecsAtmAddrActual for a designated interface. Note that lecsAtmAddrActual could not be used for the index since it may not be known at the time of row creation (to be resolved through interaction with the switch). This value must remain constant while the device is running. It is not guarenteed to be constant between reboots of the device.
