This object indicates the total number of dynamic
PDP or Bearer context activation procedures initiated by the 
MS on this APN.  When a MS requests dynamic PDP or Bearer
address from the PLMN, a dynamic PDP or Bearer context
activation procedure is initiated.
              
Trigger Condition: This counter is triggered by a request
message to create a PDP or Bearer context.
