This object indicates the total number of dynamic IPv6
PDP or Bearer context activation procedures initiated by the MS
on this APN.  When a MS requests dynamic PDP or Bearer address 
from the PLMN, a dynamic PDP or Bearer context activation 
procedure is initiated.
              
Trigger Condition: This counter is triggered by create
PDP or Bearer request message, received by Gateway from an MS.
