This object represents the number of DHCP-Negative-Acknowledge
messages sent by the Gateway.
              
The Gateway sends DHCP-Negative acknowledge message to the User
Equipment in the following cases:
  If the DHCP-Request contains an IP-address that is different 
  from the address that PGW sent in the DHCP-Offer.
              
  If PGW is unable to allocate the offered IP-address
