Specifies how access violation should be treated.
An access violation occurs if the IP packets violates
any rules in ACL as specified by either
cgprsAccPtIPAccListGroupIn or
cgprsAccPtIPAccListGroupOut.
- 'discardPacket', packets are discarded.
- 'terminateSession', the user's session is
terminated.
