The system should assume that the cbpPolicyMapType (defined by

cbpPmtControlSubscriber (defined by the CISCO-CBP-TYPE-OID-MIB).
This column is valid only if the 'srvSubControl' bit of the
corresponding instance of cdtCommonValid is '1'.
