This attribute specifies the threshold for
Severely Errored Second on VQM. If the total
number of milliseconds sampled as bad voice quality
in one second period exceeds threshold, then
this second is considered a 'severely errored second'.
This object is applicable only if 'cdspVqmControl' is
set to 'xnq'.
