disabled              - timer is disabled
startImmediately      - timer starts immediately 
                        as soon as RTCP is enabled
                        on the call
startRtpOrRtcpPktRcvd - timer starts upon reception of
                        the first RTP or RTCP packet
startRtcpPktRcvd      - timer starts upon reception of 
                        the first RTCP packet
