This is a cisco private object. Setting this object to true(1) enables d2.0 loadbalancing on CMTS and allows user to further config other options for d3.0 loadbalancing(cdxCmtsD30LBEnable, cdxCmtsD30LBUpstreamEnable cdxCmtsD30LBStaticEnable and cdxCmtsD30LBDynEnable). Setting it to false(2) disables all oad balancing operations.
